Other Options

The Telerivet Gateway app supports receiving notifications of incoming calls in Afghanistan, although IVR is not supported for calls received via this method. 

Telerivet can also send outgoing voice calls using Twilio with using a verified caller ID in Afghanistan, although incoming calls cannot be received via this method.
